Default limit user file access

I'm able to setup user accounts successfully so when the
new user logs in their desktop & start menu are limited,
and the My Documents folder is empty. However, Windows
Explorer stills shows all files and doesn't limit access,
even when files are hidden or password protected. They
don't show up in left pane, but they show up in right
pane, thus allowing access. Any ideas? Do I have to do
something with System Policies?

Having a restricted desktop can be much easier in XP and if you must have it
in 98(?) then you can always buy a third party program to help you fill
these needs.

Windows 98 does not offer file or folder-level access control the same way
that Windows 2000 or XP does. You may be able to find add-on software that
will make it more difficult for an honest person to browse your files but
nothing will make it impossible for the truly-determined to see them.

Except, of course, Windows 2000 or Windows XP.
