Default Making 98 work with Win Office 2000 runtimes of Access?

I'm about to put Win 98 on a machine I need to run a runtime for an Access
database (Access 2000). Its a long story, so don't confuse me... I am
reliably informed that if I install Internet Explorer etc, version 5.5 and
up on the system, it will then have all the vbs runtimes it might need to
run anything legal, as it were, is this right?

Maybe yes, maybe no. I'd also get the VB Runtimes from here.

Install Windows with minimal or no Options (use Custom installation),
install the Runtimes, install IE 5.5, then install the app. Still, if you
intend to allow this machine access to the internet, after installing
everything I'd go to Windows Updates and get the Security Updates at least.
You may need others, as well.

As far as legality, I don't know how your Access app is set up. This app
doesn't require Access to be installed first?
