Default Win98 My Computer icon not working correctly

I have a machine with Windows 98. When I open My Computer, I see all
the drives correctly, but when I click on the C: drive, it tries to
access a nonexistent setup.exe file instead of listing the files and
directories on the C: drive. Is there a way to fix this? Properties did
not really help much. I am thinking that it must be in the registry,
but I am not sure.

Delete everything in c:\temp and c:\windows\temp and
reboot. (This gets rid of any incomplete instal process,
a likely error of your type.)

Just to be sure, verify what loads at reboot by inspecting
c:\windows\start menu\programs\startup
and
/ start / run / MSCONFIG.EXE / startup

First, click Start Settings Folder Options View tab, and click to enable "Show
All Files" and click OK.
(Also make sure you have it set to show all file extensions)

Now open My Computer, right-click the C: drive and click "Explore" on the menu that
appears.
Look for a file in the root of the C: drive named "autorun.inf"
If found, delete it.

It was indicated that this occurs when attempting to access the
device/drive {"... when I click on the C: drive, ..."} NOT on Startup... if
it was a failed installation then it would NOT {IME} occur at that
time/instance UNLESS it related to a driver [chipset or otherwise] for the
drive or an application which was replacing/enhancing Explorer
functionality.
Clearing temp files MAY stop installation of the potential hack or
other, but would not necessarily clear the registry entry or RUN and other
registry related entries which would control and relate to drive access
[apparently affecting Explorer].

Is there an autorun file in there?
Turn autorun off and/or remove the autorun file.

Try an older version of your registry. First run Regedit.exe and make
copy of your current registry so you can put it back.
