Default Safe Mode and Virtual Memory

Can anyone tell me if "Virtual Memory" is running while the system is in Safe
Mode? The reason I ask is that I am wondering if it is more efficient to run
"Defrag" in safe
mode, versus, shutting off virtual memory and then running defrag in normal
mode, after shutting down all non esential programs?.......I have heard that
if you don't shut off virtual memory prior to running defrag, a section of
the drive is still reserved for vitual memory, and that particular section of
the drive never gets defrag'd. If this is true, should virtual memory be
deactivated in safe mode then defrag'd?......Or is it more efficient to run
defrag in normal mode with/without virtual memory?

I don't believe that you would be able to tell the difference if you
defrag or rebuild the 'Virtual Memory', unless your are having some
other problem.

Safe Mode is sometimes the suggested mode for defragging only to help
prevent defrag from restarting over and over again due to something
writing to the disk.
If you can run it in Normal (if there really is such a thing) Windows,
I would suggest you do it.

I also read that defragging does not speed things up much anymore when
you have a cpu of over 1.5GHz or so (I imagine if it was 40%
fragmented, it might make a difference, but this is only hearsay).
