Default runaway toolbar

My toolbar raised halfway up the desktop on its own, and
when we tried to lower it, now it raised to the very top
of the screen, and it is too high to move down. Can
anyone help with this?

Hi,

I assume you mean the task bar and system tray usually found at the
bottom of the screen, right?

If so, reboot into safe mode, then reboot back to "normal" Windows. That
should restore it to the bottom.

You get into safe mode by pressing F8 at boot, right away, before the
Windows logo, and then select safe mode from the Startup Menu.

You can restart your machine by pressing ctrl-alt-delete twice if you
can't access the start button.

If you had your taskbar set to auto-hide, you'll need to restore that
after you boot back to normal Windows. You may also need to rearrange
your desktop icons.

If you mean the Taskbar is stretched to cover half the screen, boot to Safe Mode as
MM suggests, and then drag the top of it down to a smaller size. Then restart in
normal mode.

To boot into Safe Mode:
-Start the computer and hold down the CTRL key till the Windows 98 Startup menu
(boot menu) appears.
-Use the arrow keys to select "Safe Mode" and press Enter.
