Default Computer freezes after booting up

I have recently started having problems with my computer
constantly freezing after it loads everything, then it
restarts on it's own. I have ran my anti-virus and it
can't find any viruses on it.

I have Win98SE.

I don't get any sort of error messages when it does this.
I have also tried running my scan disk and Defragment
tools but also can't get them to run. It tells me there
is another program writing to the file? I have closed
everything except for Explorer and Sys.

My scan disk does run when it restarts after the freezing
though! Anyone have any suggestions on how I can stop
this freezing problem? Outside of tossing this thing out
the window?
