Default Is Win2K/98 sensitive to DSR?

Hi, I faced this problem where i wasn't able to connect to GPRS on Win2K/98
but was able to do so for WinXP. Somehow, I narrowed it down to the DSR line
used in data communications. For your info, my modem wasnt using DSR (left
floating).

It works properly when I tied this line at the port side to ground or HIGH.
When it was left floating, i probed this line at the end of the cable at the
computer's side and found a 100mV p-p Saw-like waveform on the line.

For another cable which worked on all three, I found a 30mV p-p similar
waveform. Just wondering whether Win2k/98 are sensitive to DSR line? And
WinXP isnt? Thanks.
