Default Window 98 compatibility

I have a fujitsu cobol compiler v4. It will not compile and gives me a error
message. I will like to know what tools I need for this application to work.
Do I need to reinstall it. Would windows compatiblity installer help. Can
someone please respond and I will appreciate it.
