Default monitor flickers off after boot-up

I have a Dell pc that starts off booting up ok, but after the Windows 98
screen, the monitor goes off. When I press the power button to turn the pc
off, I get a Windows 98 screen again that says it is powering off. What is
the problem? How do I go into safe mode? Isn't it F8 before the Windows 98
screen comes on?

Check your BIOS for any Power Management settings that may be causing the
monitor to shut off.
Check the Resolution you have set to make sure it is one the monitor
supports.

To get to Safe Mode either press and hold down the ctrl key or continually
tap the F8 key at the POST screen until you get the boot menu where you can
select Safe Mode.
