Just spotted you comment:-

As I said earlier, layout1.inf .. can be .. extracted from precopy1.cab -
which you've already got access to.

Odd, that Rich - there's a copy on my WinMe box in the Windows\Inf folder.

Since it takes about 30 minutes before this fails, I

I re-extracted both the license.txt and layout1.inf. I
then moved copies to windows and windows/help
directories.

This has seemed to fix the problem. Thank you for
hanging in there with me.
