Installing OS from Scratch?

You'd think by this day and age, that everyone using
computers would know how to do this. I would expect the
process is very similar to most OS's. If you will look
past my lack of knowledge in this matter, I would
appreciate the help.

I am going to just install the same OS from scratch. If
I format the HDD, how do I do that. Is there a written
process for me to follow, or can you just tell me how to
do it.

I am taking everything off the HDD, and installing the OS
back onto the HDD. But, I need your help please. What
do I do.

I have 2 computers facing the same fate. One with WinMe
and the other with Win98. The computers are solid
machines, but I feel it is necessary to just start fresh
with them. They will be used strictly for business
application use and nothing else.

Please help...........
