Default Cursor Can't Reach Start Button, Systray after Change to HigherResolution

If I change my screen resolution from 960x720 to 1024x768, my cursor
cannot reach the start button, the systray, and about 1/2"
of real estate on the left side of the screen.

When I change it back to 960x720, the cursor can reach everything.

What's causing this and how can I fix it?
