TV tuner card program complains about "Invalid Class String"

Hello,

Around a week ago, there were some corrupted system files, and I could not
even get into the OS, which is win98SE. After some researching, I've found
out it's a problem with the corrupted comctl32.dll and I managed to get a
good copy of it back.

Then I tried using the tv tuner card program. The tv card is Magic-tv Tuner
Card and the program is TVR (honestechTV.exe). When I run it, an error
"Invalid Class String" error pops up and the program stops right there, and
I can't watch any tv.

I've already tried reinstalling the program and even the tv tuner card
drivers. What can I do to get the TV back?
