Default Shortcut key

In windows 98, is there a way to program custom shortcut keys? Just like
Windows key + E brings up Explorer, I would want to create a shortcut key
combo to fire up IE. Or another to change desktop background or maybe
another turn on or off active desktop.

Any ideas? In the old days I could use recorder to make a macro that could
some custom things.

Find the IE shortcut in your startmenu, rightclick, select properties,
select 'Shortcut key', and type the key you want to use.

Hot Key Plus is tiny, free and far more versatile than assigning
keyboard shortcuts in an existing shortcut which is about all you can do
with Windows.
