How to Perform Clean-Boot Troubleshooting for Windows 98

Sounds like a program being loaded at boot is at fault.

My computer has been freezing on start up. Boots to desktop, loads

programs on task bar and then freezes up. Pressing ctrl-alt-delete results
in blue screen fatal exception......I have to just turn off and back on.
Sometimes I have to do this 2-3 times before successful start up. What
could be the problem?
