Default No Rich Text in Applications???

I recently formatted and reinstalled my OS, and for some
reason, I no longer have text available in some of my
applications. For instance, I use Paint Shop Pro, and when
I wish to make a sign or other text graphic, I get a
Kernel32 error. My Palm Desktop program will not even open
due to a unsupported Rich Text error.

Anyone have any clues? What can I do to get it back?

Never Mind, I re-installed Windows and it came back.
