Default Display unknown character

Dear sir,

Would you mind to tell me how to fix the following problem please:

My Windows 98 SE display unknown symbol/characters, such as the "X" and the Re-size Windows on the upper right corner of every windows has been change to some funny characters. On the other hands, some fonts of my Office 2000 has been lost. Please help!
