Default only background appear

Hi,
The problem I have is when Iboot my PC, everything is fine until the
point I get the desktop. I can see the background picture but by pressing
ctrl alt del, I see that no process is running. I guess I deleted some I
shouldn't.

As the machine is starting up, repeatedly press the Ctrl key or the F8 key (can
try holding the key down, but you may get a "stuck-key" error). The goal is to
make appear the Startup Menu. Once there, choose Safe Mode startup. Does that
get you into a normal desktop (or as normal as can be expected using Safe Mode?)

If so, then go to StartRun and type in MSCONFIG, then press Enter. In
MSCONFIG (System Configuration Utility), choose Selective Startup, then uncheck
every item below that *except* the System.ini and Win.ini items. Now, press the
Advanced button and in there "Enable Startup Menu". Click OK, OK, and when
prompted, restart your system. First thing you'll notice is that the Startup
menu appears without having to press F8 or Ctrl. Press Enter to boot to Normal
Mode (or wait 30 seconds.)

Does this get you all the way into Normal Windows?

I await the results of these tests.

I did try the safe mode but sill the same problem, no process are running.
I'm looking for a way to repair it without using the cd because I really
want to know what I did wrong.
It's probably about deleting a good file. I was cleaning taking off somes
files from my pc the last time it was working well. I know a lot about PC, so
I know I didn't delete somes essentials files.

So, you have a clear screen (with background), but the only command you can
effect is Ctrl-Alt-Del? The Windows key doesn't get you into the Start menu? The
one item you most need to get launched is Explorer.exe. But it also depends on
at least a few other DLLs.

If you can't even launch any apps from your current situation, not even in Safe
Mode, I'd try Scanreg /restore from a DOS prompt. If that doesn't help, I'm
sorry, I just can't think of any specific suggestion other than to try to
undelete the files you "cleaned" off. Or to reinstall. If you want to save a
list of files to compare with later, that's one way to find out what happened.

Again, there are several possibilities I can think of, from simple to difficult.
Simple ones that come to mind would best be solved by running Scanreg /restore.

The problem is Norton wasn't well uninstall. The pc was looking for a .386
or .vxd
without getting it. So no other procees was able to run.
