Default Desktop clock loses time and computer freezes up for several seconds

This is a new motherboard using AMD 2600 Athlon

My desktop clock loses time and the computer freezes up
for 2 seconds to 10 seconds then operates normally.

These are the only obvious symptoms.

When I try to de-fragment it will only go to about
36 percent and then starts over.

Any suggestions.
