Please explain to me what this file is and why I can't get
rid of it or view it.

Put "index.dat" in the search box in Google (use the quotation marks also)
and you will get 'mucho' info.

Here's another link and this one has a freeware program that lets you view
what inside the index.dat files and also lets you delete their contents. I
use it. It is called Index.dat Suite.

I suspect that you might have found it in the Temporary Internet Files
folder and if so, it is an index of the files in the folder. You can get
rid of it from a DOS prompt but it will be rebuilt (but it should be
smaller) at boot.

If you found it elsewhere, tell us about the file other than just the name.
