Default Performance - Win98

Looking at my daughters laptop - uses Win98

It runs soooo slow when -

loading at startup
cutting and pasting between applications
loading programs (eg PC Doctor, MS Word)

I have -

deleted all temp files
emptied recycle bin
run PCDoctor - passes all tests
compressed all Outlook Express files
run ScanDisk for complete scan of both drives - no errors
Run disk defragmenter both drives
above imcreased c drive free space from 388mb to 525mb
without improving performance
also done norton virus scan and housecall.trendmicro full
scan with finding issues.

What next?
