msconfig does not run

On a Dell computer with preinstalled win98, when I got to run and type msconfig and enter, nothing happens. Do I have to load extra parts from the win98 CD? How?

If it is only msconfig, try extracting a new copy of the file from the =
Windows CD (or the .cab file location on the hard drive), using the =
"Extract one file" option of the System File Checker (SFC).
