OE won't open, message says MOSE.DLL not loaded, what happened?

When did this happen? What changed? Did you add or remove any software or
delete files? If it was working in the last few days and you have not made other changes, you may be able to restore a registry from when it was working and this might solve your problem. To do this, boot to Command prompt only and then type: scanreg /restore Choose a date that OE was working. If this does not help, then you might take a look at these articles.
