Default network linking software

Is there a simple software program that will allow users on a network to
communicate with each other directly? Even if some machines are fat 32 and
others are ntfs.

The communication of users in differing file system structures is not
the issue or an issue IF what you are referring to is actual
communication, such as messaging.
IF you are referring to sharing files between an OS like VISTA or other
NT using NTFS and Win98FE [Fat32], then the filing system MAY cause
issues [lack of native support for NTFS in Win9X].

What type of communication are you referring to and what exactly is the
style of communication desired [voice, email, instant messaging, file
sharing, etc.]?

If do not have it on win98 Start Settings Control Panel
Add/Remove Programs
Windows Setup Communications Details Check on NetMeeting

Something other than e-mail where a user can directly send a message to
another user ( by ip address or computer name) using some sort of pop up or
terminal type window for quick reminders during the day

Something other than e-mail where a user can directly send a message to
