Default Help and Support & System Restore non functioning

Since last July Help and Support opens with 'Initialization of Help Center
Failed. Report the following error number to MS Support: 2147143678" I have
scoured microsoft support for months and cannot find help. This all started
when I called for tech support from Compaq (OEM Windows ME) because my system
restore would not function. Without being rascist, just truthful, I was on
the phone with their Indian technicians for 3 days; difficulty in
understanding them and since then my ME is really fouled up. I have no
access to the Windows ME Help and support files nor is my system restore
functioning. I would gladly pay someone $100 to get me back to where I was
before last July with the Millennium OS.

(For error number 21473678)

Install the PCHealth hotfix, from here (you'll have to go to the Windows
Update Center and search for fix number 812709, download it, and install it)

Support Center May Permit Malicious Code to Run

Joe,

Your 2147143678 error is usually fixed by (re)installing the PCHealth
patch from the Windows Update Catalogue
(http://v4.windowsupdate.microsoft.co...en/default.asp). Look for
patch 812709. If that doesn't fix the problem see Noel Paton's site at
http://www.btinternet.com/~winnoel/HSfails.htm of other fixes for Help &
Support on Win Me which should hopefully get things moving again.

Fixing Help & Support should hopefully also restore System Restore to
working order but if not post back as there are a number of things to do
but none are worth trying until H & S is working correctly.
