Default Launching an application with command line paramerters

The below references REAL, this is an internal app where the problem started
to show up, but our testing shows that Notepad is having the same issue.
Anyone have any suggestions on what may be causing the problem described
below?

The command line parameters being passed into LSReal.exe and RunReal
(launcher) are somehow being mangled by Windows 98. In order to prove this
I did the following test with an application outside of REAL entirely.
From a command prompt (and from START/RUN - same results), I executed

Notepad "C:\test.txt"

Which should have launched notepad loading up the test.txt file that I
created on C. Instead an error pops up stating that notepad cannot find the
file

C:\test.txt""

Notice that the quotes (before and after) seem to have been stripped and
placed at the end. I tried without the quotes and notepad doesn't launch at
all (same behavior as real). I tried the same test on a workstation
(windows 98 - same OS as server) in their network and it worked with or
without the quotes. These machines are able to run Real just fine.

Has anyone encountered this before? Or know of some registry settings in 98
that might dictate how windows treats command line parameters or even quotes
in command line parameters. The only alternative I can think of is for them
to reinstall windows 98, but this is their server machine and would put them
down for a while.
