Default File|New will not open in Windows Explorer

Windows 98 SE
In Windows Explorer, I am unable to create a new folder
because the File|New choice will not open. Instead, the
system freezes. Don't know why this suddenly started to
happen.

Tried that. Doesn't help. The New command is there, but
it refuses to open the drop-down menu. Explorer freezes
and I have to try to close Explorer using Ctrl-Alt-Del

Go to Control Panel - Add/Remove Programs, selected MS Internet
Explorer then click on the Add/Remove button. Select the option
to Repair Internet Explorer.

Or upgrade to a newer version of IE if possible.
