Help - What does CD drive 'Disable' mean?

Default Help - What does CD drive 'Disable' mean?

I notice Device Manager (W98) shows under 'options' for both of my CD
drives (CDR & CDRW) a check box for 'disabled' and both are checked.
I unchecked both but see no change in anything. So what is it?
