Default Recurring problem- Fatal Exception 0E at 0028:00000013

Good nothing is amiss in Device Manager! Have you taken the items in your Startup Group to one of the sites I posted to see what they are & whether you really need them? An over-install of IE is more comprehensive than the repair tool. It should be harmless & is worth a try.

THREE YEARS is a long time to go between Scandisk/Defrag's! Here is what I post for that, but hopefully it won't be as bad as it may sound...

I must warn that Scandisk may not do a great job when there is a
great one to do...

Therefore, perhaps UNcheck "Automatically fix errors" on it's front
screen. It will then ask whether you want each error fixed. If it sounds
truly horrible, say "No!", and post the log. The log will be
"C:\Scandisk.log". Do not let it constantly restart, either.

1. Turn off screen saver (R-Clk Desktop, Properties, Screen Saver--
None)
2. Turn off power management (Control Panel, Power Management-- Always
On,Never,Never,Never)
3. Suspend Task Scheduler
4. Disable any permanent internet cable connection, perhaps.
5. Turn off interfering programs. Use "StartupCop" or "EndItAll2" from
PCMag (below). Or "START, Run, MSConfig, Startup tab". Note what is
unchecked. Then, go to the General tab & disable the entire Startup
Group, by clicking "Selective.." & unchecking "Load Startup...". Reboot.
Don't forget to re-enable before the next boot.
6. Use "HDValet" from PCMag, or
(a) "Control Panel, Internet Options, Delete Files button, bolt Delete
all offline content, OK, OK"
(b) "START, Run, %TEMP%", & delete all files that will let you. This
will likely be "C:\Windows\Temp". This is best done after a fresh boot,
unless you have not seen the message "Reboot to complete this install".
7. Run Scandisk (Thorough, usually w/o write testing. Check all three
items under "Scandisk, Advanced button, 'Check files for' box". If you
want to be informed as it does a fix, UNcheck "Automatically fix errors"
on the front screen, or look inside "C:\Scandisk.log" afterwards.)
8. "START, Run, Defrag /p /details". Apparently, "/p" Defrags the
unmovables.

The purpose of steps 1-5 is only to prevent constant restarts of
Scandisk & Defrag, if you get them; but DEFINITELY turn off the Virus
Scanner. Scandisk should be done perhaps once a month, and certainly
after every serious crash. Do a Defrag after a sluggish boot or when
this says so:

Also, take DiskAction, to determine what is constantly writing to the
HDD, which causes the restarts. Take BHOCop & StartupCop too.

"DiskAction" reports the last 12 processes that access any partition. It
discovered the Microsoft Windows Critical Update Notification tool was
accessing my HDD every five minutes. It can be uninstalled in "Control
Panel, Add/Remove Programs". Then, occasionally, "START, Windows Update"
on your own.

"BHOCop" found a Browser Helper Object called Wavehelper Class, created
by "Wavetop", that was building a monstrosity of an error log called
"Logit.txt" in here. "START, Find, F/F, Logit.txt"-- see one?

Now, my hard drive is quieter than my mouse. (Of course, I now also have
384 MB RAM, up from an initial 64, eliminating Swap File activity.)

Default Recurring problem- Fatal Exception 0E at 0028:00000013

I have done Scan Disk and Defrag and over-install the IE6, however, the same
problem (Fatal 0E at 0028:0000013) persisted. There was another problem:after
over-install the IE6 and the critical update (Q837009), the Characters of
Function bar and icons of the Outlook EXpress changed to English instead of
the original Chinese Charcters.

How to fix these problems?

I'm not sure what you mean by those. Do you mean the menu bar in OE? Are you referring to the words under icons? Which icons? Not all of them? How were these Chinese in the first place?

Can it be you have over-installed an English language version of IE &/or Q837009, when you needed Chinese versions? After which one did you loose the Chinese? If you followed my over-install instructions, you must have over-installed the IE that currently was running. Then, Windows Update should have made the right decision which Q837009 to give you. Not sure what went wrong!

Default Recurring problem- Fatal Exception 0E at 0028:00000013

Yes, the menu bar and the words under all icons in OE changed to English
after installing the update Q837009 which was of English version while the
IE6setup.exe downloaded was of Chinese version.

Now could you please tell how to restore Menu Bar and icons to Chinese?
OVerinstall the OE or unstall the update Q837008 and install the Chinses
verion ?

I'm not sure what you mean by those. Do you mean the menu bar in OE? Are you referring to the words under icons? Which icons? Not all of them? How were these Chinese in the first place?

Can it be you have over-installed an English language version of IE &/or Q837009, when you needed Chinese versions? After which one did you loose the Chinese? If you followed my over-install instructions, you must have over-installed the IE that currently was running. Then, Windows Update should have made the right decision which Q837009 to give you. Not sure what went wrong!

Uninstall Q837009, and install the Chinese version. That should be found in "Control Panel, Add/Remove Programs, Install/Uninstall tab". Scroll to...
Outlook Express Q837009.

Then... "START button, Windows Update"... hopefully will speak to you in Chinese & give you a better Q837009. Once it does, we'll get back to your original shutdown problem.

Default Recurring problem- Fatal Exception 0E at 0028:00000013

I have re-installed the Chinese version of KB837009 and the menu bar and
icons have been changed to Chinese too. Thanks

But the shut down problem yet to be solved.

| Can it be you have over-installed an English language version of IE &/or Q837009, when you needed Chinese versions? After which one did you loose the Chinese? If you followed my over-install instructions, you must have over-installed the IE that currently was running. Then, Windows Update should have made the right decision which Q837009 to give you. Not sure what went wrong!

Default Recurring problem- Fatal Exception 0E at 0028:00000013

Good! So, your original problem was...

Well, does it ever happen after a boot to Safe Mode?

(Hold F5 as you boot to get to Safe Mode, or hold CTRL for the Startup Menu, & select Safe Mode from that. BEST, REALLY, is JUST to turn on the Startup Menu at... "START, Run, MSConfig, Advanced tab".)

If you can shut down from Safe Mode with no problem, then it is either a 32-bit driver at fault (but you said nothing is amiss in Device Manager)-- OR it is something in the Startup Group doing it. Then...

"START button, Run, MSConfig" & turn off the Startup Group, Config.sys &
Autoexec.bat. (Note: when you later turn those back on, all items in them
will get checked. So, note what may be unchecked first at the various tabs.)

Can you boot to Normal Mode now & shut down without the error? If so, there is some troubleshooting to do, using MSConfig. To start, turn HALF of the Startup Items back on, & shut down from Normal Mode. If it went well, the problem is in the other half. Keep narrowing it down that way, until you discover which startup item is at fault.

(281965) - This article describes how to use the Microsoft System
Configuration (Msconfig) utility to troubleshoot configuration errors in
Windows 98 and Windows 98 Second Edition.

BUT BE CAREFUL-- better not disable System.ini & Win.ini, because that
can be trouble. Well, if you are sure of your Registry backups, actually
those two can be recovered this way...

(a) Boot to DOS. (Hold Ctrl for the Startup Menu, & select "Command
Prompt Only".)
(b) Scanreg /Restore
(c) Ctrl-Alt Del to Windows.

It will offer five dates. Choose the one of the last successful boot, to
start. These backups are done at boot, not at shut down. This should be
safe to do, if you haven't done anything to files in the mean time. This
will not restore files other than those .ini's & the Registry. It only
restores settings.

after several testing, I sould suspect that it is the anti-virus software
installed on my computer that made the shut-down problem, perhaps.

I have tried to turn-off the pc-cillin porgram and then shut down the
computer, it shut down well.

I'm trying now to find if there is a pre- set scan at shut down.

Is there a setting in PCILLIN that causes it to do a scan at shutdown? Then, turn that off, maybe.
