Default fatal exception errors

I keep getting a 'fatal exception error OE at
0167:BFF9DFF', or '0028:C0036691 in VxD IFSMGR(01)
+00002CCCD'. I cannot determine exactly which virtual
device is causing my problem. Anybody tell me
what 'IFSMGR' does. System seems to load up the memory
when I know there is plenty of memory available, and says
there is not enough memory to open whatever program I'm
trying to use. Rebooting is usually necessary, and this
takes care of the problem for a while, but I get this
several times a day. Any advice?
