Can I set up a PC to boot without k'bd, monitor, mouse?

I just want a box tucked away under my desk somewhere so that I can just
switch it on and back two other pc's up to it from time to time using the
network.

I'm using w98se

If it's possible it would be in the computer's BIOS (hardware configuration)
settings. You would want it to ignore all errors at boot-up, or at least
keyboard/mouse errors. Check your system guide or the manufacturer's Web
site for details.

Get a KVM switch so that you can switch the keyboard, mouse and video to the
backup machine while you boot it, then switch back to your other machine for
normal running. This also simplifies regular maintenance such as defrag
which can't be done across the network.
