NET frmaework 1.1 won't install

I need NET framework for some software I want to run.

I downloaded NET 1.1 (23 megs on my dial-up) to my HD.
Tried to install it but I get the message that NET
framework "needs to update the MicroSoft Installer
components before Setup can continue"

I hit "yes" and then it comes back with another
error "Setup cannot access Windows Installer components"
and aborts.

I had it installed on the same computer a while ago before
a fresh format.

I am online when I try to install it but that doesn't help
either.

Any ideas why it won't install?

Try (re)installing the latest version of the Windows Installer. KB 324638
(see below) includes instructions as to how to install v2.0 of the Windows
Installer including a link from which you can download a new copy.

MSI.DLL:222" Error Message When You Try to Install, Update, or Remove a
Windows Installer-Based Program" (http://support.microsoft.com?kbid=324638).

Note that it is essential that you rename or delete all copies of msi.dll
before attempting to install the Windows Installer. The KB article explains
how to do this.

as it says it needs to update the installer - I suggest that you do that!

Note- you should do a search for, and delete, all copies of the file MSI.DLL
on your PC before applying the update.
