Default Win98 has blank program icons on taskbar

Greetings,
I have a win98 computer that seems to intermittently have icons on the
taskbar that are blank, as in they have no program associated with them. I
can't maximize them, and I try to kill them through the task list, but
haven't successfully identified them using this method. To me its something
that is shutting down or starting up and having a problem. Is there any way
to identify the cause?
