I've had to go this route a couple of times.I did it this way.

Reboot and tap F8 key a few times and then hold 'steady,and with much
groaning and pinging it comes back in a safe mode screen. Chose
'Prompt in Safe Mode Only' and entered.

At prompt cd\windows\command enter
Type at prompt scanreg/restore
Then choose date and enter.

Works on my machine. The only way it works for me is in Prompt In Safe


Make that "Command Prompt in Safe Mode Only".
Mode Only.

OP said he couldn't get into safe mode but could get to prompt,maybe he
was at the dos prompt in windows and not true dos. If I'm off on this
let me know.

Besides the other fine suggestions, you could try to reseat the ram (memory)
sticks.
If you are comfortable with going inside the computer case, turn its power off
and and disconnect the cord from the wall outlet. Ground yourself to the
computer case and then remove and then reseat the memory sticks.
Put the cover back on and restore power, See if it helps.
Have you tried tapping the ctrl or F8 key to get to the boot menu?

i have read all the replies you got via what this server gives,,,,
and the one thing i noticed was you saying that 'scanreg /restore'
gave an 'invalid command' reply.
the other thing i noted, was that no-one here asked if you typed
'scanreg /restore' correctly, .... there is a space between the 'g'
and the 'forwardslash'. (it makes all the difference)
i could be wrong, but try it anyway.

1. Can you start Windows in Safe Mode? This is
usually done by holding down F8 during reboot,
or else the Ctl key.

2. Can you reload an old Registry known functional
before the date when you changed whatever caused
this malfunction? This is done by:
-- DOS boot
-- CD \Windows\Command
-- SCANREG /RESTORE
and choose a date.

3. What did you change (that caused this)? Can
you change it back?
