Default Boost Up Computer

How can you boost up a computer with Windows Me, and can Windows XP or Vista
be able to fit in a HP Windows Me computer?

Boost? Well you could always fit a rocket to the side of the case.

With so much information I don't know what sort of answer you are
expecting. An HP Windows computer is hardly informative other than that if
the computer was supplied new with Win Me installed then it is likely to
be at least six years old which means that it is most unlikely to be
capable of running Vista. It may be capable of running XP but that
depends on a number of factors including the processor speed, amount of
RAM and even hard disk size.
