Default Can't boot up in safe mode

My apologies for posting the previous question in multiple locations. Thanks
for responding to my recent problem w.r.t. ndiswan missing file . Due to the
ndiswan missing file error, I can't boot up in safe mode. When I boot up in
safe mode, it fails to load up the Windows desktop environment and displays
"unable to load explorer.exe and states that I must reinstall Windows. Does
this refer to Internet Explorer or Windows Explorer? Is there anyway I can
retrieve my Favorites as they mean so much to me. I like to remind you that
I am able to backup my MyDocuments folder and other files to a ZIP drive from
the DOS mode by using a Boot disk option with CD ROM support. However, I
can't seem to locate the important C:\Windows\Favorites folder in DOS. Could
this be due to the fact that Internet Explorer is not working. Is it
possible to uninstall Internet Explorer from DOS as I see a executable file
called uninstexplorer.exe under C:\Windows in this interface.

Please note, I have looked at the http://support.microsoft.com/?kbid=166832
from your last reply. Although it mentions installing a dial up adapter,
dial up networking and VPN setup in relation to the ndiswan missing file
error, I have not installed any of these features to bring about this
problem. I'm am using DSL Internet access. The problem originated when the
Microsoft Windows update page was loaded, resulting in this system crash.

My main concern at this stage is to retrieve my Favorites if at all
posssible. I can accept the fact that I may have to reinstall Windows 98
given the worse case scenario, but I'm afraid of loosing my Favorites with
all my technical information.

Is there anyway of uninstalling IE in DOS in order to correct the operating
system state and then reinstalling the application later on so as to avoid
the reinstallation of my OS system.

Trusting that you will assist me in retrieving my favorites and help me to
render my OS back to an operating state again.

Since you don't know why the original files disappeared, and it now seems
that there are additional errors, you should start to suspect that the
problem may be bigger than just missing drivers. Get some hard disk drive
diagnostics from the www site of the hard disk drive manufacturer, and run
them in read-only mode to see if there's a problem with the hard drive. Run
Scandisk from DOS to see if the file system is intact (don't let it fix
anything until you are quite sure there are no hardware problems, and even
then it is worthwhile to backup the whole disk before attempting a Scandisk
repair, as the repair can be worse than the problem)). If your machine was
supplied with system diagnostics (like most brand name PCs are) give these a
thorough run in case there is a hardware problem somewhere other than the
disk drive.

These missing drivers should not prevent the system starting in safe mode.
