Default Error reloading Explorer.exe, you must re-install Windows, MSVCRT.dll file not found


When I try to boot up, the entire message reads:

Error reloading Explorer.exe, you must re-install Windows. When I
click OK, it reads: A required .dll file MSVCRT.dll was not found.

Okay.....I have read all of Microsoft's postings about this. I DO NOT
have the Windows 98' bootdisk to download the MSVCRT.dll file from, and
when I try making one from MS-DOS prompts (choosing Safe Mode Command
prompt only) I type:

cd \windows\command then ENTER

then I type bootdisk a:

and nothing happens. It stays at

(all caps) C:\WINDOWS\COMMAND

and it refuses to do anything else but repeat that over and over. When
I restart again and try to change the directory by typing:

c:\windows\command directory

It says Specified COMMAND search directory bad

I am writing this to you from another laptop with XP, and a CD-Rom
Drive. I downloaded the Bootdisk for Windows 98, along with the
MSVCRT.dll file and put it on a CD. But guess what? I cannot the files
to a floppy, because my laptop doesn't HAVE one, and the infected
computer has a CD-ROM, but how can I download the MSVCRT.dll file FROM
the CD in MS-DOS mode? PHEW!

I think it must have been some type of VIRUS to begin with, because it
all started with me not being able to connect through my AOL to the
internet. Then, I tried cleaning my computer and deleting spyware,
then this started.

SO...my MAIN problem, now, is to figure out HOW TO REBOOT TO WINDOWS 98
without having to RE-LOAD Windows and lose all of my information on my C
Drive. But again, how do I reboot if I do NOT have the Startup Disc,
and my system is not responding to the above MS-DOS prompts? I cannot
seem to get past the above problems in MS-DOS!!!! HELP!!!!!!

Can you boot into safe-mode? Immediately after the initial post (the
memory count and device enumeration), or after the BIOS splash screen,
press and hold CTRL or F8. Choose safe mode from the menu.

The Windows CD may boot, try that.

If not, try this from Dos Command Prompt Only.
Try the following from the C:\ prompt.

Edit config.sys enter
Insert this line:
DEVICE=C:\windows\command\Oakcdrom.sys /D:MSCD001
Save it.

Edit autoexec.bat
Insert this line:
C:\WINDOWS\COMMAND\MSCDEX.EXE /D:MSCD001
Save it.

Boot to Dos Command Prompt Only. (not safe mode)

Insert the Windows CD, change to the CDrom drive letter and see if
you can access it. This works on most CDroms but not all.

If you can, insert the CD you made and copy MSVCRT.dll to the
Windows\System folder.

Remove the CD and reboot. ctrl+alt+del will do it.

If this works, whenever you boot to Dos Command Prompt Only the
CDrom should be available. To boot into Windows Safe Mode after
booting to Dos Command Prompt enter Win.com /d:m to have CDrom
support in Windows Safe mode.

Let us know. Hope I have not overlooked anything.

BTW If a Win98 Startup diskette was not made when Windows was last
installed then the Bootdisk utility was not created.

It was suggested to me to go to http://www.bootdisk.com/bootdisk.htm
and you can download a startup disc for any os, including windows 98 boot disc

I find (in Win98SE) MSVCRT.DLL is in WIN98_63.CAB. It is also in
SETUPW95.CAB, which is an IE5.5 & IE6 SP1 .cab.

MSVCRT.DLL
Desc: Microsoft (R) C Runtime Library
Loc: C:\WINDOWS\SYSTEM
Size: 278,581 bytes
Mod: Thursday, April 06, 2000 08:10:40 PM
Ver: 6.00.8797.0

That is what mine looks like in Win98SE; apparently, it has been updated
by something beyond the Win98 .cabs & beyond the IE6 SP1 .cabs
(v.6.00.8397.0.), possibly by one of the IE cumulative updates.

I guess begin with an Extract from your more easily accessible Win98
..cabs. After that, look to update it by reinstalling IE.

Here is how to do it in DOS...

(a) DIR /s /a C:\MSVCRT.DLL
Will say whether you have it, & where it is. Should be in
"C:\Windows\System", thus...

C:\DIR /s /a C:\MSVCRT.DLL
Directory of C:\WINDOWS\SYSTEM
MSVCRT DLL 278,581 04-06-00 8:10p MSVCRT.DLL
1 file(s) 278,581 bytes

(b)
"EXTRACT /a /L C:\Windows\System LOC\Base4.cab MSVCRT.dll"

That is all one line between the quotes with 5 spaces, but do not enter
the quotes. It will offer to overwite, if one is already there.

LOC is the location of "Base4.cab". This may be discovered as
follows...

C:\DIR /s /a C:\base4.cab
Directory of C:\WINDOWS\OPTIONS\CABS
BASE4 CAB 168,960 04-23-99 10:22p BASE4.CAB
1 file(s) 168,960 bytes

If you have the .cabs on a CD, you will use your CD-ROM drive letter,
instead of "C:\" in that DIR command.

So, in my case, the command is...

"EXTRACT /a /L C:\Windows\System C:\WINDOWS\OPTIONS\CABS\Base4.cab
MSVCRT.dll"

All one line: no quotes: there are 5 spaces in the line, including one
after "Base4.cab".
