Default repairing Internet Explorer

I have tried to repair Internet explorer on my computer by going to
add/remove programs and clicking on repair. When I do this, I get the
following error coming up.

"CAPI: The install failed. The rsabase.dll that is being installed doesn't
match the signature file or the value in the registry." Does anyone know
what this means?

I cannot get my computer to open Internet Explorer. Any help is so greatly
appreciated.

I think you may have a mismatch (different versions) of the Rsabase.dll and
Rsasig.dll files. These files are distributed in the various IE versions as
well as W98 so it could be easy for one of them to have been replaced by a
different version. Let us know what you find.
