unable to upgrade to Win98SE from Win95

I realize there are problems doing this with an OEM CD.

the two methods mentioned in many posts, but WITHOUT
success:

1) extract setupx.dll from the CD and put it in
C:\WINDOWS

2) rename win.com and winver.exe and then attempt to
load Win98SE

Neither of these methods work. I still get the Message
SU0168 ..."Your
computer already has an operating system installed,
which cannot be
upgraded by this version.

Any ideas would be greatly appreciated.

Did this approach work? I got the same error message
tryng to go from 95 to 98SE. The disc I have supposedly
upgrades 95 and 3.1x to 98SE according to the disc label.
If one upgrades from 95 to 98, can the 3.1/95 disc upgrade
98FE to 98SE?
