Windows Update: Service Pack 1 for Windows ME won't install

On a friends machine, after a system restore I got an error
message every time I try to install Windows Update SP1.
SP1 download ok but at about 70% of the install I get this
error every time I try rerunning the setup. If I restart
computer I get the same error.

Title of error window is:
"Windows Update: Internet Explorer and Internet Tools"

Error Reads:
Setup was unable to insttall all of the components. Please
close all applications and try Running Setup again."

How can I get SP1 to install?

Though the article talks about Windows 98 primarily, the same would be
applicable to Windows ME as well as it has the Explorer Shell component.

The article talks about extracting files through 'sfc'. But as 'sfc' is not
present in ME, please go through the following article to know how to
