Default Cannot create NEW FOLDER in Windows Exploer

Help!! The option to create a new folder has disappeared on the tool bar.
Under the FILE menu, I have CREATE SHORTCUT, DELETE and RENAME all of which
are not available (grayed out). FILE --- NEW ---- FOLDER is nowhere to be
found.

If someone knows how to fix this, I would very much appreciate the help.
