Default Can't Download Files

I have a computer with Windows XP Home
SP2 . I connected it to my wired router
using a cable modem to connect to the internet. I then
connected my old computer, which uses Windows 98 SE, to
the router as well. I can connect to the internet on both
machines, check e-mail using Outlook Express and can
download files on the XP machine but not the 98 machine.
The download will not start. I am new to networking so any
suggestions would be great.
