screen change in work, web and applications

Default screen change in work, web and applications

My desktop will change setting but when I have a white background I have
horozontal lines that run full screen from left to right like a download bar
that is 1/4 inch wide light gray and white ,light gray and white. In addition
my font has chaged on webpages too. I dont know how to classify this problem
but I would like help solveing it please I can see throught the lines it is
just not all white anymore

Do the same lines appear when you view a white or light area in an image?
It seems like it's a monitor problem.

Fonts on web pages are set by the page designer. Some of your fonts might
be missing - try re-installing them. If it's the size that has changed and
if you use IE as your browser then try the settings at View / Text size.
