Default Japanese/East Asian Language Setting

Hello all.
I'm trying to run a Japanese program on Windows ME. As I have read from
other forums, I have to be able to change the language under regional
settings to Japanese for it to work properly. I see I can do it easily in XP
but I only have ME. I've tried different IME's but they don't seem to work
since I'm not actually entering any text. XP has a program called applocale
or something and I was wondering if there is an ME version of that. I don't
really know what my other options could be as I can't find a way to
install/set additional languages. I also can't find any information on how to
get/set up a localized version of Windows ME, or even if that would help. I
do know the program does run on the Japanese version of ME. Any help is
greatly appreciated! Thanks!

Unless the program is designed to be installed on an English version of
Win Me there is nothing that you can do. The same would also apply for
XP, in other words an application intended to be installed on a specific
language version of an operating system can in most cases only be
installed on that version of the operating system. This, as you have
found, is not the same as using an IME which is for input/output rather
than allowing the installation of a foreign language application.
