Default ?? Losing Memory???

Using Win 98. Process is AMD Athlon. 11 GIG HD. 256 Meg RAM.
I'll start up a program and set it a task -- say, downloading an
update. Once that is underway, I try to do something else on the
computer. Say -- change a display setting, or navigate to a folder.

It takes forever! This system just does NOT want to do any
multitasking!

There should be enough memory -- maybe I need to set up the memory
differently? Or What, to get Windows 98 to multitask and let me work
in multiple windows.

Does the problem mainly occur when you are downloading and trying to do
something else, or can it occur with any two procedures? Your connection
may be poorly set up so it is consuming all the CPU power.
