Default Win 98 machine constantly writing to disk

I have a machine that is running windows 98. The machine
has become sluggish and hangs very often. I suspected a
stealth virus. After updating and running virus checks
several time I found nothing. I updated the applications
on the machine and still nothing. I can run scandisk from
the command prompt and it shows no problems either. I
cannot run scandisk from windows or defrag from windows.
When I run defrag the machine is constantly writing to the
drive so it starts over and over. Then a dialog box pops
up and tells me that there are other errors that need to
be fixed before defrag can be ran. I still think that the
machine has a stealth virus on it but my virus check isn't
finding anything. I would greatly appreciate any help and
I thank anyone for their help in advance.

Probably too many programs running in background. Try running
scandisk/defrag in safe mode.

I would download ad-aware and run that, I bet you have
hundreds of adware, spyware and malware on your machine;
some of which are probably running ar services at startup
and bogging your system down.

Try these adware and spyware removal and preventer programs.
They are free.
Download,install,update and THEN run:

AdAware
http://www.lavasoftusa.com/

Spybot Search & Destroy
http://security.kolla.de/

Spyware Blaster

When you say you ran Scandisk from a command prompt, do you mean that you ran it
from a reboot into MS-DOS Mode (and not from a DOS window in Windows)?

Dis you do a surface scandisk in DOS Mode?
