Unusual problem in Windows 98 SE involving hanging...

I'm not quite sure why, but I seem to have a lot of hanging
issues whenever I boot up Windows 98, or whenever I'm
opening a folder full of shortcuts and it loads their
icons...I also have hanging when running certain emulator
programs, the odd thing is that this only seems to happen
on a random basis. Whenever the computer hangs, everything
stops responding for a few seconds, then resumes, and may
stop and resume again for up to 2 minutes until it goes
back to normal. I'm not quite sure what's going on here,
and I'd like to avoid having to resort to a full reinstall
of windows yet again to resolve this. If that's what it
takes, sure, but...Well, I'm hoping this is a windows
issue, part of me worries it could be my hard-drives acting
up...
