Can not load win98se to HDD

Default Can not load win98se to HDD

I formatted one HDD with FAT32 by win2000 PC.

Then I tried to install win98se to this HDD.
But I can not do it with error message as:

"NTLDR is missing. Press any key to restart."

Then I press key, and message is:

"Disk Boot Failure, insert system disk and press enter"

Does anybody have idea to this problem? I need your help.
