Default MSConfig StartUp - Cleanup Button

Can someone explain to me how to use the msconfig, startup, cleanup button
and what to do to cleanup un-used or not working lines in the start up
section ?

I have lines such as; istsvc, optimizer, web rebates, etc...... Hiw do I get
these out of the startup side of msconfig ? DO I un check the lines that I
use all the time, and check the ones I do not have, or want in the start up
side of msconfig ? Using the clean-up button, what does it really do, and
will I mess up my system if I click on it ?

The Cleanup button remove any entries in MSConfig | Startup where the
files involved are no longer present on the PC. Note however that there
is a "bug" in that it will also remove entries where the file doesn't have
the full path. A good example being point32.exe installed as part of
Microsoft's Intellipoint which for some reason just appears as point32.exe
rather than with its full path such as perhaps the default C:\Program
Files\Microsoft Hardware\Mouse\point32.exe.

So, basically Cleanup, cleans up or rather removes dead entries in the
startup list.

As for removing unwanted entries in MSConfig | Startup that aren't removed
by using the Cleanup button, this involves editing the registry and
removing the unwanted entries by hand. If you choose to go this route you
will need to proceed with caution and I would strongly advise that you not
only first backup the registry (SCANREG /BACKUP) but also make a system
restore checkpoint. The list that follows gives you the possible
locations for entries that appear in MSConfig | Startup.

Checked entries are located in one of
[Registry (Per-User Run)]
HKCU\Software\Microsoft\Windows\CurrentVersion\Run

[Registry (Machine Run)]
HKLM\Software\Microsoft\Windows\CurrentVersion\Run

[Registry (Machine Service)]
HKLM\Software\Microsoft\Windows\CurrentVersion\Run Services

And unchecked entries in
[Registry (Per-User Run)]
HKCU\Software\Microsoft\Windows\CurrentVersion\Run-

[Registry (Machine Run)]
HKLM\Software\Microsoft\Windows\CurrentVersion\Run-

[Registry (Machine Service)]
HKLM\Software\Microsoft\Windows\CurrentVersion\Run Services-

In addition checked entries might also be located in

C:\Windows\All Users\Start Menu\Programs\Startup
and
C:\Windows\Start Menu\Programs\Startup

and unchecked entries in

C:\Windows\All Users\Start Menu\Programs\Disabled Startup Items
and
C:\Windows\Start Menu\Programs\Disabled Startup Items

Clean-up button in Msconfig cleans up double entries and start up
entries deleted by the uninstall program. If you have items like web
rebates, they look like spyware. You should run Spybot and Adaware to
clean up your system.

Yes, uncheck those items you don't want starting up; then click "cleanup" - I
notice some do not get deleted from that list (can't tell you why....)

I also get some things restarting or renabling themselves such as qttask (a
component of quicktime), the system restarts and I get the "Diagnostic Mode"
advice dialogue, a few times later qttask is sitting in the system tray again,
even though I deleted it!

There is a "startup" applet that can be downloaded - it is installed in Control
Panel - www.mlin.net
that provides similar functionality to msconfig - but a lot more flexibility.

Is it safe to remove these items from the C:\Windows folder and does that
remove them from the startup list?
