-I have a '99 computer and I'd like to know when BIOS should be updated?
-Where can I find the right update?

Unless you're having problems or need a feature that wasn't included in your
BIOS but is in an update leave it. Really. I'd not kid about this. If it's
going great and there's no problems (updating the BIOS doesn't usually have
any beneficial effect on the speed of your computer for instance) then it's
better to not risk the dangers that come with updates.
